This work is centred on the analysis of the quantitative and qualitative availability of staff in medium and large Italian municipalities. It confirms a general lower staff availability in the Administrations of the mainland South, but with notable differences from case to case. The situation in Sicily is different, with critical issues in staff quality. Territorial differences have grown considerably in the 2010s. This situation makes it difficult to provide services to citizens and implement the huge investments envisaged by the NRRP, especially in some specifically identified cases.
