The author thinks that the source of the principle of prevalence of "collective" over "individual" is to be traced more in doctrinal choices (indifferent to political and institutional changes) than in precise legal options. For this reason, now that the "mass" century is over, the "collective" is confined in a pre-legal dimension and the rediscovery of the "individual" looks like botching up a wrench.
